Job Description
Organizational Context
Under the guidance and supervision of the Assistant Representative and in partnership with the program team, as a member of the CO management services team, the Programme Assistant provides functional leadership in Programme Unit in administrative, monitoring, and financial controls of UNFPA Country Programme.
The Programme Assistant applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to population and development, reproductive health and gender issue.
He/she delivers quality programme support services to principally internal but also external clients, mastering all relevant rules, guidelines, processes and procedures. He/she is client and results-oriented in service of the country programme.
Results-oriented Functional Statements
• Supports efficient utilization and monitoring of all core and non-core programme resources according to established financial rules, regulations and guidelines.Produces necessary financial reports and analysis required for effective performance management.
• Participates in the identification and formulation of the country programme and component projects, by compiling and analyzing information in the subject areas of UNFPA assistance to the government, assists in drafting project documents and workplans and prepares tables and statistical data.
• Utilizes corporate Enterprise Resource Planning (ERP) software Atlas (PeopleSoft) effectively and extensively to monitor programme and Annual Work Plan (AWP) budgets and expenditures, and follows guidelines to prepare revisions as necessary.Produce periodic and ad hoc programme status reports for management.
• Understands programme policies and procedures, particularly related to National Execution (NEX).As needed, trains programme staff of the implementing partners to improve financial reporting and reduce funds disbursement turnaround time, effectively contributing in increasing funds utilization and implementation rate.This may require project visits.
• Assists in identification and formulation of development cooperation programmes and projects, and participates in the preparation of draft project documents.
• Assist in monitoring progress of programme Annual Work Plans (AWP) and ensures quarterly advances and resulting expenditures are in line with Outputs, Activities, and Tasks outlined in it.
• Follow up with implementation partners for the timely submission of FACE.
• Maintains up to date information on programme activities and contributes to preparation of status and progress reports.
• Serves as repository of programme-related donor cost-sharing agreements, quarterly progress reports, monitoring visit reports etc. and other files.Ensures all programme documents are filed and stored according to the organizations Global Filing System.
• Performs any other tasks as required.
