Responsibilities
Under the direct supervision of the Chief Mission Support, the Administrative Officer is responsible for General Administration and Logistics - Overseeing work related to delivery of administrative support in areas such as procurement, assets management, billing and receipt of income from various services, travel operations, monitoring and evaluation of vendor contract performance and facilities management; Review adequacy of space requirements; Oversee the identification of office technology needs and maintenance of equipment, software and systems; Perform other related work as required; Engages with local authorities on issues related to Immunities and Privileges of UN personnel deployed in the country as well as with UN Agencies on matters pertaining to Common Services. Human Resources - Effectively coordinate actions related to administration of human resource activities – recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members and training to ensure consistency in the application of UN rules and administrative procedures. Define conditions of service, duties and responsibilities and privileges and entitlements under the Staff Rules and Regulations; Counsels civilian staff members about career and training opportunities and development needs. Provides advice on staff member grievance and dispute procedures, and where possible, negotiate settlement of disputes and grievances. Finance and Budget - Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with programme budget and allotments issued. Monitors and reviews the work programme and budget by conducting regular and special reviews to assess actual work progress versus the programme plan. Coordinates the production of programme reports. Define work requirements and work with systems units to improve budget reporting systems and cost effective utilization of program resources. Develop and implement procedures to ensure that accounting and financial management controls are consistent with UN policy and practice. Supervise and provide guidance on financial administration and management information issues and practices to staff. Provide leadership and guidance to junior staff.

Teamwork - Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda and supports and acts in accordance with final group decisions; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.


QUALIFICATIONS

Education
Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or social science. A first level university degree with a relevant combination of academic qualifications and professional experience may be accepted in lieu of the advanced university degree.

Work Experience
At least 5 years of progressively responsible experience in administration and human resources management or finance and accounting management. Knowledge of UN rules and regulations and experience in UN field operations is desirable.

Languages
Fluency in spoken and written English is required; working knowledge-spoken and written- local languages desirable.

Other Skills
Ability and skills as well as political acumen in dealing with the Host Government on operational requirements of UNTSO as well as sound knowledge and judgement in dealing with other UN entities in the region. Familiarity of the region and work experience with military components in peacekeeping setting is an advantage.
