Job Description
Under the overall guidance of the Field Coordinator of Early Recovery Programmein Multan and direct supervision of designated supervisor, if applicable, the Programme Assistant for Financial Monitoring monitors the operational processes (finances, procurement, human resources, administration) of ERP implementing partners, ensuring high quality, accuracy and consistency of work.

S/he will contribute to day-to-day support to project implementation and to ensuring conformity to expected results, outputs, objectives and work-plans by undertaking the following tasks:

Monitoring

• Undertake monitoring of ongoing activities, review project performance to recommend appropriate interventions and strategies to improve project implementation.
• Document monitoring visits through the preparation of reports, photos, recordings and other media as relevant.
• Provide day-to-day support to new and already approved projects and the grantees, as required;
• Undertake in-country duty travel related to project implementation, monitoring, assessment and problem-solving, as requested

Program Development

• Assist in prescreening project concepts and project proposals, and evaluate the financial part of the project proposals;
• Conduct assessments in the field, analyze data and make recommendations as requested, utilizing participatory assessment techniques.
• Understand and assist in managing project outputs, activities, and project controls. Assist in compiling and developing project workplans;

Reporting & Knowledge Management

• Prepare and submit monthly project progress reports to the Field Coordinator.
• Provide inputs to the progress narrative reports and completion reports to be submitted to the Country Office and any other reports and information materials as requested by the Field Coordinator.
• Assist in the development and amendment of reporting forms and other management tools to meet the requirements of the program.
• Ensure meeting minutes and monitoring reports are filed, and that all project files are maintained and kept up-to-date.
• Ensure data is entered into the Field Office data base in a timely and accurate manner.
• Prepare background information and documentation, update data relevant to the program areas and compile background material for the Field Coordinator and Country Office.
• Under the guidance of the Field Coordinator, proactively coordinate with other UNDP program units and offices to ensure sharing of relevant information and coordination in the field.

Financial Monitoring

• Review and process payment requests from grantees and through obtaining necessary clearances and authorizations and ensuring payments are effected promptly;
• Review cash management, record maintenance and verify whether all the transactions are authorized properly. Recommend areas of improvement
• Review compliance with IP’s internal SOPs (Standard Operating Procedures) and internal control systems.
• Prepare and maintain the fund disbursement tracking sheet and calendar in compliance with the approved budget; verify availability of funds for project activities.
• Monitor and review financial reports submitted by the implementing partners.
• Monitor and review procurement procedures of partners; verify documents and vendors as required.
• Review partner standard operating procedures in the areas of human resources, administration, finance and procurement and provide feedback on partner compliance with their SOPs.
• Conduct on-site visits to review partner documents.

Administration and Logistic

• Organize bilateral meetings and workshops with partners and other stakeholders, including setting agenda, taking minutes, and generating workshop reports.
• Undertake representational duties in project-related functions (workshops, seminars, coordination meetings, etc.) on behalf of Field Coordinator as required.
• Facilitate field visits for visitors from other UNDP projects and offices and act as liaison with implementing partners upon request.
• Provide office assistance as necessary.
• Provide translation and interpretation services as required.
• Perform other duties as may be assigned and are commensurate with the position
